Provide a heater or two and they will come — in droves. But on this frigid New Year’s Eve, even on the short-when-in-Hudson walk between bars, there were bare midriffs and shirtsleeves atop leggings and open-toed-sandals to be seen among the thousands of partiers the downtown pushed through.
